House sends spending bill to keep government open to the Senate

The House on Tuesday voted to advance a bill that would keep the government funded through March 23 while also funding the Department of Defense for the rest of the fiscal year and extending some key Medicare programs.

McConnell, R-Ky., and Schumer, D-N.Y., announced Tuesday that they were nearing an agreement to lift the tight budget caps that limit how much Congress can provide for defense and non-defense domestic programs alike. On Wednesday, CNN reported that a two-year deal was reached, with both sides giving just enough to come to a compromise. Democrats worry that legislation will die in the House where Ryan has said he will only allow a vote on an immigration bill he knows President Trump will sign.

Mr. McConnell said lawmakers are on their way to getting a caps agreement "very soon", and Mr. Schumer said they're closer than they ever have been to a deal.

"That would be a complete betrayal", he told reporters, adding that "a lot" of Democrats would feel the same.

Since last summer, Congress has stumbled from one fiscal crisis to the next, unable to craft a long-term budget that could win 218 votes in the House, and 60 in the Senate.

It will next go the Senate, where Democrats are expected to oppose it because it does not also provide longer term money for domestic programmes like opioid recovery efforts, transportation, and education.




"It's a strong signal that we can break the gridlock that has overwhelmed this body and work together for the good of the country", Schumer said earlier Thursday.

Following months of shutdown fights and amnesty disagreements, leaders agreed to increase defense and domestic spending, while lifting the debt ceiling to March 2019.

President Donald Trump ended the Deferred Action on Childhood Arrivals (DACA) programme in September a year ago, which had protected the youth - better known as Dreamers - from deportation.

The No. 2 House Democrat says it's time for a 24-hour stopgap spending bill to avert any chance of a government shutdown at midnight Thursday.

"I am pleased to announce that our bipartisan, bicameral negotiations on defense spending and other priorities have yielded a significant agreement", McConnell said.

A bipartisan measure to avoid the impending U.S. government shutdown was announced on Wednesday - but questions remain about whether it will pass. However, it does not include funding for border security or deal with protecting young illegal migrants brought to the U.S. as children.
