Pai said his proposal would prevent state and local governments from creating their own net neutrality rules because internet service is "inherently an interstate service".

"The removal of antiquated, restrictive regulations will pave the way for broadband network investment, expansion and upgrades", Spalter said in a statement.

Net neutrality is the principle that internet providers treat all web traffic equally, and it's essentially how the internet has worked since its inception.

The FCC's plan has sparked outrage across the internet, with numerous businesses, celebrities, Democratic politicians and regular consumers taking to Twitter and other social media outlets to vent about the impending repeal.

"This move would likely lead to consumers paying higher prices for the internet access and speeds they have today", Jonathan Schwantes, senior policy counsel at Consumers Union, said in an emailed message. Gutting net neutrality will have a devastating effect on free speech online.

Pai's proposal "represents the end of net neutrality as we know it and defies the will of millions of Americans, " the group's president, Michael Beckerman, said in an email. These specifically ban the practices of throttling or blocking internet connections according to the application, content or device used or offering paid prioritisation of certain traffic, for both mobile and fixed broadband providers.




Should the commission vote to rescind the protections, internet service providers will have vast power to reshape how we access the WWW.

A federal appeals court upheld the rules in 2016 after broadband providers sued. The chairman first put the new plan to revoke net neutrality rules in motion earlier this year.

In the long run, net-neutrality advocates say undoing these rules makes it harder for the government to crack down on internet providers who act against consumer interests and will harm innovation.

New rules would restore a "light-touch regulatory approach", said Pai, a Republican appointed by President Trump. Trump has abandoned worldwide trade deals, the landmark Paris climate accord and environmental protections, taken aim at the Iran nuclear accord and closer relations with Cuba, and sought repeal Obama's signature healthcare law. Pai's FCC spiked the effort to go after AT&T, even before it began rolling out a plan to undo the net neutrality rules entirely. However, Chairman Pai doesn't want the American user to fall for this "fearmongering".

His plan also would eliminate the "internet conduct standard", which gave the FCC far-reaching discretion to prohibit internet service provider practices deemed to violate a list of factors and sought to address future discriminatory conduct.

"The Internet should be competitive and open", Google said on its website.
