N.Korean leader hits back at U.S. threat

Kim responded in a statement Thursday saying Trump will "pay dearly" for his address to the United Nations and that North Korea is considering the strongest possible response to what he called the USA president's provocation.

Trump said: "We must work together against those who threaten with chaos and terror".

North Korean leader Kim Jong Un personally fired back at Trump, calling him a "mentally deranged United States dotard".

Speaking in New York, Mr Ri said his country would continue to escalate its weapons tests, after a claimed hydrogen bomb detonation near Pyongyang earlier this month.

Reuters news agency reported earlier in the day that China's central bank had ordered financial institutions to implement United Nations sanctions rigorously after frequent complaints from Washington that Beijing was leaving open too many loopholes. North Korean state TV later showed a solemn-looking Kim, dressed in a gray Mao-style suit, reading the statement.

South Korea said it was the first direct statement of its kind by a North Korean leader.

North Korean envoy Ri is expected to meet on Saturday with UN Secretary-General Antonio Guterres, who will send out feelers on possible diplomatic talks.

All six of North Korea's nuclear tests thus far, dating to 2006, have been conducted in underground tunnels.

The quake was detected in an area around Kilju, in northeastern North Korea, just 6 kilometers (3.7 miles) northwest of where the North conducted its sixth and most powerful nuclear test on September 3, according to an official from Seoul's Korea Meteorological Administration.

Trump has at times hinted that he is impressed by the young dictator, stating that "If it would be appropriate for me to meet with him, i would absolutely, i would be honoured to do it".

Kim said Trump's remarks "have convinced me, rather than frightening or stopping me, that the path I chose is correct and that it is the one I have to follow to the last".

"I will surely and definitely tame the mentally deranged USA dotard with fire", Jong-un was quoted as saying by state-run KCNA news agency. The statement was pretty much according to people's expectations, with Kim calling Trump "mentally deranged", "rogue", and "gangster".

"The very reason the DPRK had to possess nuclear weapons is because of the US", he said.

North Korea's foreign minister also raised the level of tension.

Asked at a regular briefing about Trump's comment, Lu said, "As far as I know, what you have mentioned just now is not consistent with the facts".

South Korea and China disagree on whether the quake was natural.

Ministry spokesman Baik Tae-hyun says North Korea should stop provocations that would "lead to its own isolation and demise".
