Kobach argued the fraud was so rampant that it altered the outcome of the state's Senate race-and may have even been the decisive factor in former Secretary of State Hillary Clinton's New Hampshire victory.

For a problem that critics say doesn't exist, Americans seem to have a lot of stories of voter fraud or the potential for it.

Fourteen states have denied the Presidential Advisory Commission on Election Integrity's request for voting records, including driver's license numbers and partial Social Security numbers.

Kobach was referring to the Senate contest between Republican incumbent Kelly Ayotte and Democrat Maggie Hassan, who won the election by a small margin.

"We are concerned that this commission is being organized in a way that will guarantee its failure", he wrote, lamenting that he and others on the "conservative side of this issue" were not consulted. The commission met in New Hampshire on Tuesday. This includes taking dubious forms of identification, or sometimes merely taking the individual's word that they're a US citizen and resident of the state who is eligible to vote.

The commission has made other missteps as well.

Critics assailed the notion that guidelines created to prevent risky or unstable people from purchasing a gun should be used to determine who may vote. An analysis of the data has concluded the votes were most likely cast by college students domiciled in New Hampshire but carrying different licenses.




The incident illustrated one of the main problems the panel faces as it goes forward with its stated mission of finding ways to instill more public confidence in USA elections: The voting process is complicated and data are hard to come by, a point several witnesses emphasized on Tuesday.

Kobach said 20 states have sent data so far.

The anecdotes run counter to prevailing wisdom among many academics and voting rights advocates that voter fraud doesn't happen or is too infrequent to deserve study. Opponents have characterized the proposals as acts of clandestine voter suppression.

Trump established the commission in May after charging, without evidence, that millions voted unlawfully in the November presidential election.

Kansas Secretary of State Kris Kobach, the head of Trump's voter suppression panel, is back with yet another lie about having proof of real and widespread voter fraud. Pence and Kobach were joined on the commission by Hans von Spakovsky, J. Christian Adams and former Ohio Secretary of State Ken Blackwell, all men who built their careers trying to suppress the vote, particularly for seniors, students and people of color. "What we've discovered, as we've done some of these exact same inquiries that you do, is that people check off the wrong box, they make a mistake, the clerk gets confused". This, in turn, offers justification for more restrictive voting laws to address the perception the commission is helping to create.

Seven Republicans and five Democrats sit on the commission.

The first chance, a spending and debt bill, cleared Congress last week without Mr. Schumer forcing the commission issue. But according to Kobach, such voters committed fraud.

Professor Andrew Smith of the UNH Survey Center said polling by his organization suggests that 85 to 83 percent of New Hampshire residents have high confidence in the state's electoral process, but the fact that some don't should be a concern. The majority of the comments are from a mass campaign by Common Cause, an election advocacy group that is letting users send form letters complaining about the panel's activities.

Also in the mix are forceful objections such as the one from Robb Paulak, who identified himself as a veteran, teacher and US citizen, and told commissioners they were on a "witch hunt".
