South Carolina's Class of 2017 scored better than the year before on the ACT college readiness test that all students are required to take, but still scored below the national average, according to the ACT's Condition of College and Career Readiness Report. But the opposite happened this year with Hispanic students, which makes their performance notable.

"The ACT results for the 2017 public school graduating class represent a new baseline for Arkansas, as this is the first time the statewide administration of the exam is reflected in the scores for the graduating class", said Arkansas Department of Education Commissioner Johnny Key. Thirty percent and 31 percent met the math and science benchmarks this year, respectively.

SAT scores will be released later this month. Seventy-three percent of 2017 graduates took the ACT, compared to 60 percent nationally.

ACT gauges readiness by whether students hit benchmark scores in the four subject areas. It is one of only two readiness examinations used for US college and university admissions and was taken by approximately 2 million 2017 graduates nationwide, and 10,051 Hawai'i public high school students.




"The gaps are persistent and pervasive, and we're not making much progress", said Jed Applerouth, the founder of Applerouth Tutoring Services, a national test-preparation company.

While the number of Virginia students taking the ACT continues to grow, the SAT remains the dominant college-admissions test in the commonwealth.

Brashier Middle College Charter had the highest score in Greenville County at 22.3.

"The ACT has established college readiness benchmark scores for designated college courses", Langley said. They reflect specific skills "that can be taught in a relatively short time", not years of study, Chyten said. The more criteria students meet, the less likely they are to score at ACT's college-readiness benchmarks.

The total number of public school students meeting all four benchmarks increased by more than 200 students, resulting in a baseline of 16 percent of the graduating class meeting ACT readiness benchmarks in all four areas. Vermont's Pacific Islander students performed worse than other students in the state but above average for their racial group. A 100 percent doesn't mean every student took the exam but the vast majority did.

More than half the students who are not considered underserved met three or four of ACT's college-ready benchmarks, compared with only 9 percent of those who met all the "underserved student" criteria. Low-income students qualify for fee waivers, but in the class of 2017, 28 percent of those who got the waivers didn't end up taking the test. All but two public high schools participated and 79 percent of juniors took the test. But many students have work obligations and transportation problems that interfere with weekend testing dates, he said.
